Does this course include the state-approved written test?

No, you must pass the written exam in person at the Driver License Examiner Office, prior to visiting the Tag Agency for your permit. You must pass a final course exam in order to earn your Completion Certificate from Aceable, but this is not the same as the DPS Written Test.
