Beginning on January 1, 2015, the state of California started making permits and licenses available to all California residents, regardless of their immigration status. California residents without a social security number or proof of legal presence can apply for an AB 60 Permit or Driver License, which comes with the same privileges as a Basic Class C Driver License. Instead of providing a social security number and proof of legal presence, applicants for an AB 60 Permit or Driver License must provide satisfactory proof of identity (California ID, Mexican Passport, Guatemala Passport, etc.) and California residency (lease, utility bill, school record, etc.). Applicants for an AB 60 Permit or Driver License must also submit all other required paperwork and documents to the DMV. Like an applicant for a Basic Class C Driver License, an applicant for an AB 60 Driver License also needs to present a DL 44 (Driver License Application) at the DMV. To have a DL 44 mailed to you, call DMVβs Automated Telephone Service at 1-800-777-0133 (available 24 hours a day, 7 days per week). You can also visit your local DMV office to pick one up.
- If you were previously issued a social security number, enter it on the DL 44 form.
- If you were never issued a social security number, check the box on the application indicating this.
- Donβt use a false social security number or one that wasnβt issued to you by the Social Security Administration.
- Do not complete the voter registration form if you arenβt a U.S. citizen.
